Recommendations by "Palyulin & Partners" Passed the State Duma and Were Forwarded to the Ministry of Transport

On September 19, 2024, "Palyulin & Partners" took part in the extended cross-party meeting titled "One Year of Implementing the Federal Taxi Law: Challenges and Solutions."

In preparation for the meeting, managing partners Anton Palyulin and Andrey Palyulin analyzed:

Over 500 regional legal acts regulating taxi services;
Regional taxi registries;
Drafted analytical reports, later condensed into presentations and legislative proposals.

Outcomes of the Meeting

Our team formulated proposals for amendments to taxi and related legislation. Two were adopted by the State Duma of the Russian Federation and forwarded to the Ministry of Transport:

Differentiated OSAGO Pricing for Taxi Drivers
Introduce a more nuanced approach to setting OSAGO (compulsory auto insurance) rates for taxi drivers using personal vehicles. Despite higher daily mileage, such drivers are involved in fewer accidents compared to private car owners.
Uniform Enforcement Guidelines for Federal Law No. 580
Issue methodological recommendations for Russian regions to ensure consistent interpretation and fair practices in applying the federal taxi law.
