On November 27, 2024, attorneys from Palyulin & Partners law firm—A.Y. Palyulin, M.A. Aliyev, and A.M. Tsarev—participated in a State Duma session featuring the "Government Hour" on "Enhancing the Role of Secondary Vocational Education in Workforce Development for Industrial Sectors."

During the discussion, attended by relevant ministers and Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, key issues regarding the development of secondary vocational education (SVE) were addressed. Each parliamentary faction presented proposals and raised pressing questions, fostering a constructive dialogue.

Vyacheslav Volodin, Chairman of the State Duma, emphasized the need to train skilled personnel for defense enterprises, construction sites, and agriculture. He noted that while attracting migrant workers could help address labor shortages, it is crucial to actively develop the SVE system to supply the labor market with qualified professionals.

The session highlighted major challenges in vocational and technical education, including:

  • The commercialization of SVE,

  • A shortage of basic vocational training programs,

  • A mismatch between curricula and labor market demands.

Volodin stressed that the quality of workforce training directly impacts economic growth and the country’s technological sovereignty.
