"Palyulin and Partners" took places in the ranking of Russian lawyers according to the Rossiyskaya Gazeta!

This year, four lawyers from Palyulin & Partners were awarded a place in the 2024 Lawyers Rating according to Rossiyskaya Gazeta.

Anton Palyulin was included in the rating in the "Pro Bono" nomination for his report on the need to reform the legislation on passenger taxis at the Expanded Inter-Factional Meeting of the State Duma of the Federal Assembly of the Russian Federation "Year of Implementation of the Federal Law on Taxi: Problems and Solutions" on September 19, 2024, and legislative proposals based on the results of the report.

Andrey Palyulin was included in the rating in the "Labor Law" nomination in connection with a large-scale study of regional legislation containing requirements for passenger taxi services and employment issues in the taxi industry. Andrey Yuryevich analyzed more than 500 regulatory legal acts issued in 89 constituent entities of the Russian Federation, the analysis of which formed the basis of Anton Yuryevich's report in the State Duma.

Mammad Aliyev was included in the rating in the nomination "Real Estate and Housing and Utilities", telling the jury about the project to register an ownerless heat supply facility. The problems that arose within the framework of the project under consideration demonstrate the state of the industry as a whole. The legislation clearly prescribes a specific procedure for resolving situations with ownerless heat supply facilities. However, in practice, unfortunately, we are faced with excessive bureaucratization of this process, a shortage of budgetary funds and the incompetence of persons authorized by law to perform the functions of registering an ownerless heat supply facility. This leads to the fact that there are more and more ownerless facilities in heating networks, which poses a threat to stable heat supply within the framework of approved heat supply schemes. And only numerous complaints and threats to file an application to challenge the inaction of local government bodies were able to move the case from "dead center".

Magomedali Aliyev was included in the rating in the nomination "Arbitration proceedings" for judicial protection of the rights of entrepreneurs from unjustified fines and administrative obstacles from the company "Wildberries".
